Structure of Phone Numbers
Mobile Numbers: In Taiwan, the mobile phone numbers are usually initiated with the digit 09, followed by eight more digits, totaling ten digits. For example, a mobile number might look like this: 0912-345-678. The "09" prefix identifies the number as belonging to a mobile network, thus differentiating it from landlines.

On the other hand, to call a landline number from overseas, one should also use a country code followed by an area code and a local number. For example, to call a Taipei landline, the following should be used: +886 2 1234-5678.
