目前我国政策运行过程是：


这个政策运行过程存在诸多问题：
1、实施对象言论对政策影响有限，当政策与群众意愿相左时，群众只能违心遵循，要么便是抵 制、冲 突。
2、政 府集制订、执行、实施于一身，容易出现为个人或部 门利益制订、实施政策文件，造成腐败等。
这应当解决！如何解决呢？
1、各级政 府中起草政策文件的机构、人员及政策研究者转至各级政协内，来专门从事政策的起草、制订。
2、在各级政协内设立信息反馈的主动接收机构（包括媒体或媒体办等），以便政协能广泛接收群众与各级行政部 门反馈的信息（与建议草案等）。
3、在人大内设立民意办，来办理政策草案民意表决。
这样，政策运行过程便转为：


这是一个“政策循环系统”过程，在这个过程中：
1、群众言论对政策影响大，当政策文件与群众的意愿相左，到一定统计量时，便可使政策合理修正，不会出现群众违心遵循、或抵制、冲突。
2、各级行政机关人员只能按民意办事，没有制订政策职能，产生腐败的一个重要条件没有了。
这样，腐败减少了，政策与群众相左的现象没有了，社 会也和谐、发展了。
补充：1、政策运行系统中，政策起草者应是职业的与业余的政策研究人员、机构；政策审批者应是能代表人民利益、能审核政策的集体人员、机构，/或全民公决，或随机抽样表决，或代表表决；政策实施者应是有执行能力、有相应专业办事能力的人员、机构。
2、合情合理不合法、合法不合情与理等中的法（与政策）及其实施应进行合乎（大众）情、理的修正，是否合乎（大众）情、理，争议较大时，由系统来修正。
3、许多人当选代表后，只为私利（拉票当选的为甚），不为群众说话，于是出现了民意代表表决却没有代表民意的现象，这不可，应设立独立的民意调查机构，政 府工作报告等应听取广大群众意见，代表根据所属区域统计后的民意表决，这才行。
4、系统形成后，任何人好的策略，人民大众认可，都可成为政策，—“党和政 府政策”需改名为“国家（或地方）政策”。
5、为使政策更合乎民意，政 府应由普选产生。
6、马克斯创建的社 会主义理论，已经不适应新时代的发展，应创立新的社 会主义社 会，或模拟发达国家的制度/模式。
7、低层民众受苦，主要是由户籍制度引起，户籍应放开，房价应下降，京津冀应一体化发展；聚集与协同能驱动发展，规划时应做到人口大密度聚集与短距离协同，形成大高质量协同效应，形成规模效应；中国农村发展只需要几千万人，大量人口应大密度聚集在大城市内。
8、有党员为了模仿专利，通过专利局与市场监督局内违法人员，发“非法”文件，强迫发明人撤回专利，民众的发明被扼杀，发展的内在基础受到影响，共 产 党人与其他党派人员没有能力让国家有效发展，各类党员善于表演唱歌拉关系拍马屁，善于利用“听党的话”等名义夺取他人的专利等资产，善于利用党组织，结党营私，善于通过作假与颠倒事非等手段来谋取私利，善于通过作假来陷害他人，不善于干活做实事，有奋斗精神，但奋斗能力弱，人民的奋斗能力强，且善于干活做实事，人民有能力让国家有效发展，为了国家发展，人民应起来，将空前巨大的能力发挥出来，让民意显现出来，由国家主席与人大，通过法律，指引着共 产 党人与其他党派人员，人民应团结带领共 产 党人与其他党派人员，共同奋斗，让国家有效发展，人民有能力让每个人都过着空前美好的幸福生活。
－－共 产 党人与其他党派人员应遵守法律，不可以无法无天。
9、毛泽东浴血奋斗，夺来了政权，但毛泽东没有能力建设国家，在位28年，走的是马克思主义路线，是等级/滞流/分配路线，于是，我国经济没有了平等/循环/流通，我国没有了发展，经济差，饿死了很多人，又害死了不少大师级人物，我国国土面积减少了三百多万平方公里，……，马克思主义给我国人民带来的不是福音，是卖国/害民。
－－我国不可以再走马克思主义路线，应走平等/循环/流通路线，“坚持党/政 府的全面领导”应改为“坚持党/政 府的全面服务”，坚持群众党员互相服务。
10、宣扬精神，应实事求是，不实事求是，是精神病。
－－我国不可以宣扬精神病谱。
11、共 产 党的人治社 会应改为法治社 会。

新时代中国特色社 会主义浅析

新的人与人、新的人与物及其新的制度关系构成了一个新的社 会主义社 会。
一、新的社 会主义社 会中人与人的制度关系
马克思的社 会主义社 会中人与人的制度关系是金字塔似的等级关系，广大民众在金字塔的底部，底层民众上头是官员与其他上层人士，底层民众接受着上部各种各样上层人士的压制，底层民众的各种创新才能与其他聪明才智不能得到有效发挥，底层民众很难得到有效发展，这样，社 会也不能有效发展，这种制度关系需要改变，金字塔似的等级关系应改为平地树林式的平等关系，这种平等关系中，一个人好似一棵树，平等自由，上头是广阔天空，没有他人压制，每个人都能自由成长壮大，每个人的创新才能与其他聪明才智都能得到充分发挥，每个人都能得到充分发展，这样，社 会也发展了。
人与人的制度关系是平地树林式的平等关系，这是新的社 会主义社 会的第一大特征。
二、新的社 会主义社 会中人与物的制度关系
马克思的社 会主义社 会中人与物的制度关系是公有制，经邓小平改革后，现在人与人的制度关系是公有制与私有制并存，人要想生存，需要有个人的私有财产，因而，邓小平这种改革十分正确。
人与物的制度关系是公有制与私有制并存，这是新的社 会主义社 会的第二大特征。
